The Pennsylvania Office of Developmental Programs (ODP) and the Office of Mental Health and Substance Abuse Services (OMHSAS) host the statewide Dual Diagnosis Conference.
The mission and vision of ODP is:
“To support Pennsylvanians with developmental disabilities to achieve greater independence, choice and opportunity in their lives and continuously improve an effective system of accessible services and supports that are flexible, innovative, and person-centered. Promotes the belief that, with the support of family and friends, people with disabilities can and should decide how to live their lives.”
The mission and vision of OMHSAS is:
"For every individual served by the Mental Health and Substance Abuse Service system to have the opportunity for growth, recovery, and inclusion in their community, have access to culturally competent services and supports of their choice, and to enjoy a quality of life that includes family members and friends.”
These missions and visions are the guiding principles for the Dual Diagnosis Conference.

Wednesday, November 19, 2025.
Nationally recognized speakers will provide perspectives on neuroplasticity--from a fuller understanding of neuroplasticity to its role in intellectual disabilities/autism.
